Civic Signal — File a Noise or Incivility Report for Authorities

Civic Signal helps civilians file formal, illustrated reports of noise disturbances, incivility, and public violations. Every report is structured for direct use by any relevant authority — including police, municipalities, and environment agencies.

Capture acoustic decibel evidence with your device microphone, attach GPS coordinates, upload photo evidence, and generate an official printable record in seconds.

File a Report

Submit a structured incident report with title, description, category, severity, and optional acoustic, GPS, and photo evidence. Reports are stored in the public registry and are available to any relevant authority.

Browse the Public Registry

Search and filter all submitted civic incident reports. Filter by category (noise, incivility, environmental, parking, property damage) or by status (pending, under review, resolved).

Sound Level Reference

Every report that includes a decibel measurement is compared against internationally recognised noise reference levels from the WHO, OSHA, and local municipal guidelines.

Know the Law

Civic Signal provides a reference guide to published noise and incivility laws across multiple jurisdictions. Below are three key reference levels:

Dubai Municipality Technical Guideline TG-04 — Permissible Residential Noise Levels

Binding decibel limits for noise from buildings, construction, and outdoor events measured at the receiving property boundary.

WHO Environmental Noise Guidelines (2018) — Recommended Residential Exposure Limits

The World Health Organisation sets evidence-based limits to prevent sleep disturbance, cardiovascular effects, and cognitive impairment from noise.

UAE Penal Code — Decree-Law No. 31 of 2021, Art. 362 — Public Disturbance

Criminalises acts that disturb public peace, cause repeated annoyance in public places, or disrupt residents' rest — including loud music and persistent neighbour disputes. Penalty: Fine and/or detention on repeat offence.
